Surcharged 'One Dollar' in manuscript and initialed A.S.H. in red by hand.

The initials are those of the Postmaster, Mr. A.S. Hamilton. He made the surcharge at the request of the manager of the local coal company for franking parcels. They were not sold at the Post Office but were handed directly to the manager.
